The Council will identify important ethical questions affecting the production and management of blood products. Council members will obtain the latest factual and scientific information, review the ethics literature, and explore possible approaches to the subject under examination. At the end of the process, the Council may publish its findings and recommendations.
The Council has the right to publish its findings and recommendations without restriction, and will attempt to be as open as possible in order to assure its credibility. The Council will report its work to the Bayer Foundation in two formats:
- Issues reports which describe the factual and technical background of the ethical dilemma(s) at issue, as well as summarizing relevant bioethics literature and providing reasoned arguments leading to ethically justifiable recommendations.
- General Reports, aimed at the lay public.
Where appropriate, the Council will also publish summaries of its findings in peer-reviewed journals in order to invite the widest scope of comment and response. For widest accessibility, the Council may choose to publish its reports on the Internet as well.
